Stuart Holt (he/him)

President & CEO

As President & CEO at ArtsFairfax, Stuart Holt brings a passion for the arts and their ability to build and celebrate community. Responsible for overseeing all facets of the organization, Stuart drives the mission, fundraising, operations, and engagement with the board of directors. Stuart is a strong leader within the arts and community engagement sector, making him a dynamic advocate for the entire arts and cultural landscape of Fairfax County. He joined ArtsFairfax in April 2024.

His professional experience includes 11 years as the Director of Learning and Engagement for the Metropolitan Opera Guild, where he oversaw all educational programming. Previously, Stuart was Director of Education and Outreach for Nashville Opera and Director of Youth Opera Programs for Sarasota Opera. He has also served on the music faculty of both Florida State University and James Madison University.

Stuart holds a Bachelors Degree in Music Education from St. Cloud State University in St. Cloud, MN, and a Masters in Opera Production from Florida State University.

Kelley Choi (she/her)

Director of Grants & Community Partnerships

Kelley Choi serves as the Director of Grants & Community Partnerships for ArtsFairfax, where she leads the organization’s grantmaking programs and fosters relationships with local arts and culture organizations. She joined ArtsFairfax in 2023.

Prior to this role, Kelley was Manager of Metro DC/MD/VA Services for the Wolf Trap Foundation’s Institute for Early Learning Through the Arts. There, she developed and managed partnerships, residencies, and professional development workshops with school districts, early childhood centers, and community programs throughout the region. Her earlier experience includes serving as a Teaching Artist with Wolf Trap, a stay-at-home parent, and an Elementary Band and Orchestra teacher with the Amphitheater School District in Tucson, Arizona.

In the local arts community, Kelley actively participates in multiple committees, including the Fairfax County Arts Committee and the Public Art Master Plan Committee. Kelley is an engaged member of Grantmakers in the Arts has served as a panelist, reviewing grant applications neighboring local arts agencies. She holds a Bachelor of Music in Music Education from James Madison University.

Debbie Mueller (she/her)

Director of Development

Debbie Mueller serves as the Director of Development at ArtsFairfax where she is responsible for all fundraising activities, including foundation and government grants, corporate sponsorships, individual giving, and special events, including the annual ArtsFairfax Awards luncheon. She joined ArtsFairfax in August 2021.

Her professional experience includes serving for 14 years as the Director of Development at the Glen Echo Park Partnership for Arts and Culture in Glen Echo, MD and for 11 years as the Foundation and Government Relations Officer at the Corcoran Gallery of Art in Washington, DC. Ms. Mueller earned her B.A. in art and art history from Colgate University in New York and her M.A. in art history from The George Washington University in Washington, DC.

Allison Mui Mitchell (she/her)

Director of Advocacy & Communications

Allison Mui Mitchell serves as Director of Advocacy & Communications at ArtsFairfax, where she manages the public perception of the nonprofit, its leadership, and its work to promote local arts opportunities.

Previously, Allison was Director of Public Relations for New 42, a cultural nonprofit that ran The New Victory Theater, a performing arts venue for kids and families on 42nd Street in Times Square, and New 42 Studios, Broadway’s iconic rehearsal facility. As a communications strategist, she guided public positioning and media relations for New 42 and its artistic, education and workforce development programs. She also served as the principal press agent for The New Victory Theater, running publicity campaigns for more than a dozen international productions each season. Prior to New 42, she worked in crisis management at RLM Finsbury (now FGS Global).

Allison currently serves on the Board of Advisors for Care+Wear, a “healthwear” company creating fashion design solutions for patient and healthcare workers. From 2018-2025, she served on the Board of Directors for Theatre for Young Audiences USA (Executive Committee, Strategic Planning Committee), the national membership organization for the professional field of theatre for children and families. Allison is a graduate of The University of Virginia. 

Young Oh (she/her)

Business & Operations Manager

Young Oh has many years of experience in administrative and operational roles and brings a wealth of knowledge and expertise to our team.

Prior to joining ArtsFairfax, Young worked in various sectors within Fairfax County with community outreach marketing, banking, and governmental administration positions. Young has a Masters in Art Business from Sotheby’s Institute of Art New York and a Certificate in Business Information Technology from NOVA Alexandria, VA.

In addition to her financial responsibilities, she oversees day-to-day operations. She is the go-to person for anything related to office management and is always available to lend a helping hand to colleagues who need support.

Jill-Morgan Aubert (she/her)

Development Manager

Jill-Morgan Aubert serves as the Development Manager for ArtsFairfax. She joined ArtsFairfax in 2026.
 
Prior to starting with ArtsFairfax, Jill-Morgan managed educational and training programs for scientific associations. Previous to this, she worked for a literary arts nonprofit in Detroit, Michigan that managed poetry programs in the Detroit Public School system. In addition, she has a background in film and television post-production having worked as a freelance film & TV Editor in New York and Washington, DC. She pursues creative writing outside of work and holds a B.A. in history from the University of Virginia.
 

Stella Hanson (she/her)

Advocacy & Communications Manager

Stella Hanson serves as the Advocacy & Communications Manager at ArtsFairfax, where she oversees the organization’s social media, website, newsletter, and online engagement. She joined ArtsFairfax in September 2024.

Prior to joining ArtsFairfax, Stella worked as the Director of Media Production for a research lab at George Mason University and as a freelance English editor for a research lab in Brazil. Stella has also previously worked at the Walt Disney World Resort through the Disney College Program. She has been involved with local performing arts as a flutist and is passionate about using digital mediums to increase access and awareness for the arts.

Stella earned her Bachelor of Arts degree in Communication from George Mason University, where she specialized in Media Production and Criticism.

Nicole Powlison (she/her)

Grants Manager

Nicole Powlison serves as the Grants Manager at ArtsFairfax. She coordinates ArtsFairfax’s grants programs for arts organizations and artists, supporting access to funds and resources for the diverse community of artists in Fairfax County. She joined ArtsFairfax in October 2024.

Prior to joining ArtsFairfax, Nicole was the Executive Director of Amadeus Concerts and the Managing Director of the City of Fairfax Band Association. She has also previously served as a lecturer in music history and culture at the University of Maryland and Catholic University of America. Nicole earned her Bachelor of Science in Education specializing in music education at the Indiana University of Pennsylvania, and she holds master’s and doctoral degrees in musicology from the Florida State University.

Kimberly Scott (she/her)

Artist & Community Partnerships Manager

Kimberly Scott is the Artist & Community Partnerships Manager at ArtsFairfax. She joined ArtsFairfax in 2026.
 
Before joining the ArtsFairfax team, Kimberly developed and managed community programs at Arena Stage and Pensacola Little Theatre. She also taught middle school theater and English at Dixon School of the Arts and Sciences, a private middle school that uses the arts to provide a trauma-informed educational approach.
 
Kimberly has also served her community through volunteer coaching in track and field. She holds a master’s degree in Curriculum and Instruction from Pensacola Christian College.
